BB Forum team want to inform our community members about new restriction in China. As Ministry of Public Security, Ministry of Commerce, National Health Commission Ministry of Emergency Management, General Administration of Customs, State Drug Administration state, 7 substances are included in the management of precursor chemicals.
China Anti-Drug Network, Beijing, August 5 (Xinhua) -- In order to strengthen the management of precursor chemicals, the Ministry of Public Security, the Ministry of Commerce, the National Health Commission, the Ministry of Emergency Management, the General Administration of Customs, and the State Drug Administration jointly issued an announcement on August 2, 2024, deciding to include 7 substances including 4-(N-phenylamino)piperidine in the management of precursor chemicals. The announcement will take effect on September 1, 2024.
Appendix: Announcement on Including 4-(N-phenylamino)piperidine, 1-tert-butyloxycarbonyl-4-(N-phenylamino)piperidine, N-phenyl-N-(4-piperidyl)propionamide, cannabidiol, 2-methyl-3-phenylglycidic acid and its esters, 3-oxo-2-phenylbutyric acid and its esters, and 2-methyl-3-[3,4-(methylenedioxy)phenyl]glycidic acid esters in the Management of Precursor Chemicals.
With the approval of the State Council, 7 substances, including 4-(N-phenylamino)piperidine, 1-tert-butyloxycarbonyl-4-(N-phenylamino)piperidine, N-phenyl-N-(4-piperidyl)propionamide, cannabidiol, 2-methyl-3-phenylglycidic acid and its esters, 3-oxo-2-phenylbutyric acid and its esters, and 2-methyl-3-[3,4-(methylenedioxy)phenyl]glycidic acid ester, are included in the Appendix "Classification and Variety Catalog of Precursor Chemicals" of the "Regulations on the Management of Precursor Chemicals" (hereinafter referred to as the "Regulations"). The relevant management matters are hereby announced as follows:

4-(N-phenylamino)piperidine, referred to as 4-AP, Chemical Abstracts Registration Number or CAS Number is 23056-29-3, Customs Code 2933399099; 1-tert-butyloxycarbonyl-4-(N-phenylamino)piperidine, referred to as 1-boc-4-AP, CAS Number is 125541-22-2, Customs Code 2933399099; N-phenyl-N-(4-piperidinyl)propionamide, English name Norfentanyl, commonly known as desphenethylfentanyl, CAS Number is 1609-66-1, Customs Code 2933399099. The above three substances are managed in accordance with the second category of precursor chemicals in the Appendix to the Regulations, and their production, operation, purchase, transportation and import and export activities shall comply with the relevant provisions of non-pharmaceutical precursor chemicals.
Cannabidiol, also known as Cannabidiol in English, is abbreviated as CBD. Its CAS number is 13956-29-1 and its customs code is 2907299090. This substance is managed in accordance with the second category of precursor chemicals in the Appendix to the Regulations. Its production, operation, purchase, transportation and import and export activities shall comply with the relevant provisions of non-pharmaceutical precursor chemicals. Preclinical research on cannabidiol for medical purposes shall also comply with Article 10 of the Regulations on the Administration of Narcotic Drugs and Psychotropic Drugs.
III. Management of 2-methyl-3-phenylglycidic acid and its esters, 3-oxo-2-phenylbutyric acid and its esters, and 2-methyl-3-[3,4-(methylenedioxy)phenyl]glycidic acid esters
2-Methyl-3-phenylglycidic acid, English name is BMK glycidic acid, CAS number is 25547-51-7, customs code is 2918990090; 2-methyl-3-phenylglycidic acid esters refer to ester substances generated by the reaction of 2-methyl-3-phenylglycidic acid with various alcohols, English name is BMK glycidic acid esters, customs code is 2918990090.
3-Oxo-2-phenylbutanoic acid, English name is 3-oxo-2-phenylbutanoic acid, CAS number is 4433-88-9, customs code is 2918300090; 3-Oxo-2-phenylbutanoic acid esters refer to esters generated by the reaction of 3-oxo-2-phenylbutanoic acid with various alcohols, English name is 3-oxo-2-phenylbutanoic acid esters, customs code is 2918300090.
Methyl 3-oxo-2-phenylbutanoate (CAS number is 16648-44-5), which has been included in the "Classification and Variety Catalog of Precursor Chemicals", is controlled according to the original catalog.
2-Methyl-3-[3,4-(methylenedioxy)phenyl] glycidyl esters refer to esters generated by the reaction of 2-methyl-3-[3,4-(methylenedioxy)phenyl]glycidyl acid (category II precursor chemicals) with various alcohols. The English name is PMK glycidic acid esters, and the customs code is 2932999099. Methyl 2-methyl-3-[3,4-(methylenedioxy)phenyl]glycidyl ester (CAS: 13605-48-6), which has been included in the "Classification and Variety Catalog of Precursor Chemicals", is controlled in accordance with the original catalog.
The above three substances are managed in accordance with the second category of precursor chemicals in the appendix to the Regulations, and their production, operation, purchase, transportation and import and export activities shall comply with the relevant provisions on non-pharmaceutical precursor chemicals.
This announcement shall come into effect on September 1, 2024.
